At the February 6^th, 2024 meeting of the Finance and Corporate Services Committee, the committee approved a motion to re-structure the City’s existing Community Partners Insurance Program (CPIP). To provide background, the CPIP is a program which was grandfathered in at amalgamation, and the program provides City-supplied Commercial General Liability (CGL) insurance coverage to the organizations that were grandfathered at the time. This means that there is a select group that receives the City-supplied CGL coverage, and some other community associations are unable to access that coverage.

The motion which was adopted at committee today, which will rise to Council on February 21^st, 2024, will mean that there will be changes to the existing program. The City will continue to procure CGL coverage on behalf of groups eligible to participate in the program. The program will be directed at supporting traditional community associations/groups whom represent a neighbourhood on a broad range of civic matters, and that are recognized organizing the hosting and delivery of community events, activities, and programs open to the neighbourhood public.

Groups will need to meet certain criteria, including operating within the City of Ottawa as a not-for-profit group for at least 2 years, being in Good Standing with the City of Ottawa, being governed by a democratically-elected Board of Directors, and demonstrating good governance by holding AGMs, having board constitutions or by-laws, and producing annual financial statements. All of these criteria are easily achievable for community associations/groups, and will allow for non-grandfathered associations to be considered in the criteria for the program.

I am glad that we were able to come to a better solution than the one which was proposed in November (which would have dissolved the program). City staff will now be directed to renew the CPIP in it’s current form for the 2024-2025 period, with the revised CPIP being in place by January 1^st, 2025. Staff will be doing the work to procure a pro-rated policy which will apply to all current recipients, and will be working on including the new program in the 2025 budget. Lors de sa réunion du 6 février 2024, le Comité des finances et des services corporatifs a approuvé une motion visant à restructurer l'actuel Programme d'assurance des partenaires communautaires (PACC) de la Ville. Le programme fournit une couverture d'assurance responsabilité civile des entreprises (RCE) fournie par la Ville aux organisations qui bénéficiaient de droits acquis à l'époque. Cela signifie qu'il y a un groupe sélectionné qui bénéficie de la couverture CGL fournie par la ville, et que d'autres associations communautaires ne peuvent pas accéder à cette couverture.

La motion qui a été adoptée en commission aujourd'hui et qui sera soumise au Conseil le 21 février 2024 entraînera des changements dans le programme existant. La ville continuera à souscrire une assurance responsabilité civile générale au nom des groupes admissibles au programme. Le programme visera à soutenir les associations/groupes communautaires traditionnels qui représentent un quartier sur un large éventail de questions civiques et qui sont reconnus pour organiser l'accueil et la prestation d'événements, d'activités et de programmes communautaires ouverts au public du quartier.

Les groupes devront répondre à certains critères, notamment fonctionner dans la ville d'Ottawa en tant que groupe sans but lucratif pendant au moins deux ans, être en règle avec la ville d'Ottawa, être dirigés par un conseil d'administration démocratiquement élu et faire preuve de bonne gouvernance en tenant des AGA, en ayant des constitutions ou des règlements de conseil et en produisant des états financiers annuels. Tous ces critères sont facilement réalisables pour les associations/groupes communautaires et permettront aux associations ne bénéficiant pas de droits acquis d'être prises en compte dans les critères du programme.

Je suis heureux que nous soyons parvenus à une meilleure solution que celle qui avait été proposée en novembre (et qui aurait entraîné la dissolution du programme). Le personnel de la ville va maintenant être chargé de renouveler le PCIP dans sa forme actuelle pour la période 2024-2025, le PCIP révisé devant être mis en place d'ici le 1er janvier 2025. Le personnel fera le travail nécessaire pour obtenir une politique au prorata qui s'appliquera à tous les bénéficiaires actuels, et s'efforcera d'inclure le nouveau programme dans le budget 2025.
